How to Set Up a Church Nonprofit: A Practical Checklist

Start by separating legal formation, federal tax status and the day-to-day work of receiving gifts. Each needs its own documents, decisions and owner. This checklist is for U.S. church leaders preparing that work with their legal and tax advisers.

1. Describe the organization you are forming

Write down the ministry’s purpose, activities, leadership and relationship to any denomination. Give your adviser enough detail to assess the appropriate structure. Keep the agreed description with your formation records.

2. Complete the applicable formation work

Work through governing documents, leadership responsibilities and state requirements with your adviser. Save the final documents and filing confirmations in a shared location with appropriate access. Record who may approve contracts and financial transactions.

3. Review federal exemption and recognition

A qualifying church does not have to obtain IRS recognition to be federally tax-exempt. Some churches choose to seek recognition. Confirm the organization’s eligibility before deciding whether to apply. See the IRS church exemption guidance.

For an application, follow the IRS’s recognition-of-exemption instructions. Verify the correct form, eligibility and supporting documents before submission. Do not treat an application draft as an approval.

4. Establish financial controls before collecting gifts

Confirm the organization’s banking and identification requirements with its advisers and bank. Name the people who will enter gifts, reconcile payments and review exceptions. Define your ministry funds before building the giving form.

5. Test one gift from form to acknowledgement

Run a permitted test through your payment setup. Check the donor record, payment result, ministry designation and acknowledgement. Confirm how finance will match the payment to the processor’s settlement. Test a recurring schedule separately and record who will handle a failed payment or cancellation request.
