Church Tax-Exempt Status: Giving Records and Responsibilities

Church tax exemption comes with recordkeeping responsibilities. Your team needs to explain what was received, who gave it, what it supports and which acknowledgement was issued.
What does church exemption cover?
Federal exemption applies to churches meeting section 501(c)(3). IRS recognition is optional for qualifying churches; eligibility is not. Read the IRS church exemption guidance.
Churches can still have employment-tax obligations and taxable unrelated business income. Federal exemption does not settle every state or local tax question. Review these separately with your adviser using IRS Publication 1828 and the applicable state guidance.
Keep acknowledgements tied to actual gifts
For a contribution of $250 or more, a donor generally needs a contemporaneous written acknowledgement. The acknowledgement must address whether goods or services were provided. A payment over $75 that combines a donation with goods or services generally requires a charity’s disclosure. Check the IRS substantiation and disclosure requirements.
These are different thresholds with different purposes. Have the person responsible for tax compliance review your receipt templates, especially for fundraising dinners, auctions and other transactions with benefits.
Use four separate records
- Commitment: what the donor agreed to give, with amount, purpose and schedule.
- Payment: what was received, with transaction reference and status.
- Adjustment: a refund or correction linked to the original payment.
- Acknowledgement: the document issued, its date and the gift it covers.
A $50 monthly commitment is not a $600 payment. A failed charge is not a received gift. An event ticket requires its own review before your team describes any deductible amount. Keep the facts in the record so the treasurer can resolve the tax treatment.
Close the month with an exception list
Match received payments to the donor records and processor reports. Identify missing designations, duplicate entries, refunds and acknowledgements needing correction. Give each unresolved item an owner and a next action. Do not close an item merely because a message was drafted.
Keep board and adviser decisions with the supporting records. At leadership handoff, transfer the filing calendar, receipt templates and open exceptions together.
